Official Rules & Regulations
(Updated 8.30.2011) BELOW IS A LIST OF THE CLUB RULES AND REGULATIONS. THESE RULES ARE IN ADDITION TO AND SUPERSEDE USA HOCKEY RULES AND WILL BE STRICTLY ENFORCED. It is the responsibility ofall players to know all CLUB & USA Hockey rules and to abide by these rules. These rules are general rules and may be amended as necessary. Section 1. GENERAL INFORMATION
A. General Overview
The Kenosha Adult Hockey Club organizes a no-check, USA Hockey-sanctioned league with three divisions. The league is designed so all players can have fun, while offering participation to the maximum number of players.
B. No-Check Rules
All games will be non-checking. As incidental contact cannot always be avoided, the referee’s decision is final. At the discretion of the referee, a player may be assessed a MINOR penalty for contact, or a MAJOR penalty for blatant abuse of the non-contact rule.
C. Facilities
The primary location for league play is the Kenosha Ice Arena in Kenosha, WI. In the event that the KIA is not available, games may be played at the IcePlex in Pleasant Prairie, WI.
NOTE –Required Equipment:The Kenosha Ice Arena and the KAHC require the use of a minimum of a half-shield for all skaters at all levels of play.
D. Division of TeamsThe KAHC league is divided into three divisions. There are two competitive divisions and one recreational division. Placement in the various divisions will be at the discretion of the KAHC Competition Committee, with the goal of improving team and league competition. 1. “Gold” Division (A) – Teams comprised primarily of Advanced level players 18 years and older. These players may have played at the following levels: former professional, College, Juniors,Non-VarsityCollege, Midget AAA or AA, Prep School or Varsity.
2. “Silver” Division (B) – Teams comprised primarily of Intermediate level players 18 years and older. These players may have played at the Junior C, Competitive Midget, or Varsity and J.V. High School levels. 3. “Bronze” Division (C) – Teams comprised primarily of less experienced recreational level players 18 years and older. These players may have played some organized youth hockey up to the Bantam level. No Gold level players are permitted at this level.
E. League FeesTeam fees will be posted prior to the start of each season. Team fees must be paid IN FULL by the fourth (4) game of the season. No refunds will be given to players injured, suspended or expelled for any reason during the season.
F. Non-Payment of FeesTeams not paid by the start of the fourth game into any given season will be placed on supervision or suspension until payment is received in full. - Teams with fees unpaid due to lack of rostered players will be placed on league supervision. Teams on supervision will have players appointed to them by the board, if players are available, for the purpose of meeting league fees. The league will control the roster until the end of the season.
- Any team that has delinquent fees and a full roster will be placed on suspension until fees are paid in full.
- Teams with delinquent fees that refuse league supervision will be suspended until fees are paid in full.
- Missed games due to suspension will be a forfeit (1-0) and will not be rescheduled.
G. League Schedule
The league plays year round – a Winter League, typically Sept thru April, and a Summer League, typically May thru July.
H. Playoffs
The KAHC will determine prior to the start of each season it there will be playoffs. The format will be posted at that time.
Section 2. GAME FORMAT
A. Game Format
- Games will be held in a 90-minute time slot.
- Blue line and no-touch icing will be used in all games.
- Games will consist of three (3) 13-minute periods with stop clock, and ice resurfacing after every 2 periods.
- Games may not last more than 90 minutes. If officials feel that the game may go past the 90-minute time limit, running time will be used.
B. Warm-ups
- The warm-up period will consist of a running clock for 5 minutes.
- A warm-up period is alloted for each game, beginning 5 minutes prior to the game’s scheduled start time.
C. Overtime, Competitive - “Gold” & “Silver”
- If a competitive league game is tied at the end of regulation, each team will be awarded one point.
- There will be a 5-minute, running clock, 4-on-4 overtime.
- Teams shall play with 4 skaters and a goalie.
- The teams will not switch ends for the overtime.
- The first team to score is awarded one additional point.
- If no team scores by the completion of overtime, the game is declared a tie, and no additional points are awarded.
- When regulation time ends and the teams are 5 on 3, teams will start overtime 5 on 3. Once player strength reaches 5 on 4 or 5 on 5, at the next stoppage of play, player strength is adjusted to 4 on 3 or 4 on 4, as appropriate.
- When regulation ends and teams are 4 on 4, teams will start overtime 3 on 3.
- At no time will a team have less than three players on the ice. This may require a fifth skater to be added if a two-man advantage occurs.
D. Overtime, Recreational - “Bronze”
- If a recreational league game is tied at the end of regulation, each team will be awarded one point.
- Each team captain is then required to designate 5 skaters for a shootout.
- All players are eligible to participate in the shootout unless they have received a game misconduct (per NHL Rule 89), a TGO or have reached their three (3) goal scoring limit.
- In the event that a team does not have 5 eligible players for a shootout, the players who are eligible will repeat as needed in the same order (e.g. 1, 2, 3, 1, 2).
- Teams will not switch ends for the shootout.
- Teams will alternate sending 1 skater alone against the goalie. The visiting team will go first.
- This continues until one team has scored enough goals to secure a victory or used all 5 of its predetermined skaters. The winner is awarded one additional point.
- If the score is still tied after all 5 skaters are used for each team, the game is declared a tie, and no additional points are awarded.
E. Sign-In
- All players must print and/or sign their name, and put their jersey number on the official sign-in sheet for every game.
- Any player who scores a goal in a game and is not on the sign-in sheet, will have their goal deducted from the team score. Please write legibly or individual and team stats will not be able to be recorded and maintained.
- All players should have proper photo identification in the event of a challenge of eligibility by an opposing team.
- Any team that allows an ineligible player to skate will forfeit that game.
- Any non-rostered player may not play under the name of another rostered player.
- Suspended players are not allowed to skate unless their suspension is under board appeal. GAME MISCONDUCTS ARE NOT REVIEWABLE, AND MAY NOT BE APPEALED.
- Violation of items 5 & 6 will result in league action against the player, the team or both.
- In the event of playoffs, photo ID is required at the time of sign-in. If you do not have a photo ID, you will not be allowed to play.
F. Goal Scoring Limit - Recreational “Bronze” League
- All players in the “Bronze” Recreational Division are limited to a maximum of three goals per game, including a shootout.
- Players who have 3 goals during regulation play are not permitted to participate in a shootout, should regulation end in a tie score.
G. Mercy Rule
If a team is ahead by seven (7) goals or more at the beginning of the third period, a running clock will be used at the losing teams discretion. Stop clock will return if the losing team closes the lead to less than five (5) goals. H. “Gentleman’s” Rule:
If a team is short players, they may be allowed to draft up to 2 skaters not on their team’s roster ONLY if the captain of the opposing team agrees. If a team has five skaters and a goalie, or six skaters, to begin a game, 2 non-rostered players are still allowed. If players from the short-handed team show late, stand-ins must leave at that time. SECTION 3. TEAMS AND PLAYERS
A. Team Captain
Each team must select a team captain. Teams that do not select a team captain will have one appointed to them by the league. 1. A team captain is required for bench purposes during game play. 2. The team captain is responsible for the team’s conduct on the bench during the game. 3. The team captain and up to 2 alternate captains are allowed to confer with referees during the game. 4. Team captains must be marked with a ‘C’ on their jersey; alternate captains must be marked with an ‘A’ on their jersey. 5. Referees will not confer with players not designated as captain or alternate captain, at the referee’s discretion. 6. If the team captain is not in attendance during the game, the alternate captain(s) will take the captain’s place. 7. If a team captain or any alternate captains are not in attendance, a team captain MUST be appointed at the start of the game. The referees must be notified who this player is. 8. If a team captain or any alternate captains are not in attendance, a team is allowed to designate ONLY a captain. 9. No alternate captains are allowed without letter designation on their jersey. B. Team Representative
Each team must select a team representative. This is typically the person who organized the team. 1. The team rep may or may not be the team captain. 2. A team rep is required for representation to the league board. 3. The team rep does not have to be a rostered member of the team he/she represents. 4. Each team REPRESENTATIVE will be allowed to represent only one team at a league board meeting. 5. Each TEAM may be represented by only one person at any board meeting. Other members of a team in attendance will not be permitted a vote. 6. The team rep is responsible for having each player complete USA Hockey registration forms, collecting said forms, collecting all payments (check or cash only), and completing a final roster. 7. The team rep is responsible for submitting his/her team’s registration forms, roster and league fees to the League Commissioner. 8. A team rep is required to attend all ’captains’ board meetings. 9. If a team rep cannot attend a meeting, a substitute from the team which he/she represents may be appointed on a temporary basis. The board must be notified by the TEAM REP of this substitution. If the board is not notified by the team rep, the substitution will not be allowed and the team will not have a vote at that meeting, should one be taken. C. Uniforms
- Jerseys must include large, contrasting, permanent numbers on the back of the jersey. Numbered sleeves are recommended.
- It is recommended that teams choose a captain and no more than two assistant captains and identify them with the respective “C” or “A” on their jerseys.
- Established teams wishing to change team colors must present the change to the KAHC Board for approval.
D. Pullovers
All team uniforms must conform to the uniform standards set below. Any team not abiding by these standards will be required to wear league-supplied pullovers. - Matching jerseys are mandatory for all skaters, with jerseys being of the same color and design, excluding the logo.
- All jerseys on any one team must have the same or similar shoulder color.
- Jerseys with taped-on numbers or without numbers (blank) are NOT ACCEPTABLE. Magic marker and painted numbers are not allowed.
- There are to be no jerseys that have the same number for two different players on the same team.
- Any player wearing a jersey not meeting the above standards will not be permitted to play. The team may:
- find a jersey that meets the standards
- the ENTIRE TEAM may wear the pullovers
- the player sits out the game
- In the event the referee decides both teams have the same or similar jersey color, it is the home team’s choice for jersey color. If the home team cannot change or chooses not to change, the visiting team must do so or wear league-supplied pullovers.
E. Rosters
- Teams may roster up to 18 skaters plus 2 goaltenders – there are no additional “subs”.
- Goaltenders may be freely substituted from team to team only in the event the team’s regular goalie cannot play in a game. Goaltenders should be from same division or one tier up or down.
- Rosters will be frozen following the fourth game into any given season.
F. Player Eligibility- All players must be 18 years of age. NO exceptions or waivers.
- All players must be USA Hockey registered and show proof of registration.
- All players must register on-line at www.usahockey.com.
G. Player Rating
The KAHC will determine the division classification of teams and individual players. All league players shall have a rating based on a scale from 1 to 10. The Competition Committee, at the request of any team representative, may review this rating. The decision of the Competition Committee is final. No player rated 6 or above will be allowed to play in the Bronze Division. H. Playing on More than One Team
Players can be rostered on only one team in any division. Players may be rostered on one additional team in an adjoining division (Gold/Silver or Silver/Bronze). Players rostered in the Gold division MAY NOT play in the Bronze division. Section 4. PENALTIES
A. Penalties
Penalties will be enforced per the USA Hockey Official Rules of Ice Hockey, except as noted in Section 4 of the KAHC Official Rules & Regulations. B. This Game Only (TGO) Penalty
- The purpose of the TGO penalty is to create a safe and entertaining environment for all players, referees and spectators. Referees are encouraged to follow standard procedures for penalizing players. However, at their discretion, referees may apply a TGO penalty at any time to remove any player they feel needs to be removed from the game for poor conduct, including excessive verbal or physical play.
- The TGO penalty is for the remainder of that game only, and does not carry immediate additional game suspension.
C. Individual Cumulative Penalties
Individual players will receive a TGO ejection. Gold Division 3 penalties = TGO. Bronze and Silver 4 penalties = TGO. D. Match PenaltiesMatch penalties follow USA Hockey Official Rules of Ice Hockey, and will result in a 30-day suspension. E. Fighting
The KAHC has a STRICT progressive policy towards fighting, above and beyond USA Hockey. - First fighting incident will result in a 1-game suspension from the date of the infraction.
- Second fighting incident will result in expulsion for the remainder of the season.
* If a player is on more than one team roster, suspensions include ALL team play. F. Fighting – Off-Ice
Players fighting off the ice will draw a 1-year suspension from the league. G. Suspensions
- Players that are suspended are suspended from all divisional play.
- Referees that are suspended may not referee games during their time of suspension.
- Failure to serve a suspension will result in a lifetime ban from league play.
- Suspensions may also be posted on the website and on the Bulletin Board at the rink.
H. Protests
After any board appeal, a hearing may be requested by a player who has been suspended for an infraction of the rules as allowed under USA Hockey Guidelines. There is a $25.00 non-refundable fee. The hearing will include a Disciplinary Committee, at least two impartial individuals, and an on-ice official(s) if appropriate. Any protests disputing a referee’s call (interpretation) will not be heard.

PLEASE LIMIT THE UNNECESSARY COMMENTS, GESTURES, & PHYSICAL PLAY. *KAHC reserves the right to deny/expel any person(s) or players(s) that has shown misconduct/actions on or off the ice for any reason unfit by the league. Any player that has been expelled from any other league in the past may not be allowed to play in the KAHC unless reviewed and approved by the League Board. |
