It was the desire of the PNAHA Board of Directors to revise Rule 14 and make it simple to administer. During the June 21, 2008 PNAHA Spring/Summer meeting a committee was tasked with reviewing and editing Rule 14 to remove the ambiguity that existed in Rule 14 as it applies to State or National Bound teams declaring their level of play at less than Tier I. Three areas of major concern was that Rule 14 contain language that clearly states the requirement that any time a team roster includes more than 5 players from outside the Member Organization or Member Team's membership from the previous year that the roster be submitted to the PNAHA President for review. Further, the expectation was that this roster be certfied prior to any games being played in the upcoming season.
The second area to address was the language regarding players moving back to home associations after playing for a team their home association did not offer the previous year. This particular area has caused confusion over the past five years since it was added to Rule 14 as an exemption. Most members felt that this exemption should be deleted.
The third and final area that the committee was tasked to address was whether or not to continue the ability to submit a waiver request by November 1 of each year. This deadline has proved to be difficult to manage for numerous reasons. Primarily it impacts League Tiering round eligiblity and Tier I/II October 1 declaration deadlines. These deadlines become more difficult to manage when members don't agree with the waiver decisions and USA Hockey By-law 10 comes in to play. Other affiliates with similiar Rule 14 requirements don't contain waiver options and/or exemption criteria. Earlier versions of PNAHA's Rule 14 did not provide for waiver options either. It was time to revisit this issue in light of the new changes adopted by USA Hockey By-law 10.
The committee submitted their recommendation to the PNAHA Board of Directors at the September 6, 2008 General meeting with only a couple of minor changes and language editorials. After discussion the revision was approved unanimously for immediate adoption and implementation. The minor changes incorporated the recommendations suggested to the committee,the elimination of the home association exemption and waiver request option. These minor changes have provided the clarification and added oversight needed in the administration of Rule 14.
